Research indicates that he was a lawyer, politician, and office holder; he was born on 9 December 1828 in Charlottetown, the second son of John Brecken and Margaret Leah de St Croix. He married Helen Leith Boyd Emslie in Saint John, New Brunswick on 28 September 1858 and they had three children. He died on 14 October 1903 in Charlottetown.
